Sept. 23 public meeting set for Highway 63/247 roundabout project in Olmsted County

PLAINVIEW, Minn. – The public is invited to attend a public information meeting on Sept. 23 to learn the latest updates for the Highway 63/247/Olmsted County Road 12 roundabout and box culvert replacement, according to the Minnesota Department of Transportation.

Meeting details

  • 5 to 7 p.m.
  • Tuesday, Sept. 23
  • Farmington Town Hall, 11534 County 128 Rd NE, Elgin MN 55932, which is 2 miles east of the Highway 63/Highway 247/Olmsted County 12 intersection.
  • A brief presentation will be held at 5 p.m. to highlight the updates.

Project staff from MnDOT, Olmsted County and its consultants will be available to listen and discuss the updated roundabout design, detour routes and box culvert replacement for the project, which is scheduled for construction in 2027. People can stop by to get information, ask questions and then depart.

If you’re unable to attend the meeting, you’ll be able to review the information on the MnDOT project website.

Project background

Construction of a single-lane roundabout is planned in 2027 at Highway 63/Highway 247 and Olmsted County Road 12. A box culvert will also be replaced east of that intersection on Highway 247.

This roundabout is being built to improve safety by addressing the existing and growing trend of right-angle crashes at the intersection, which has a high rate of right-angle crashes (72% of the crashes). Recent crash history shows that motorists entering or crossing Hwy 63 have difficulty selecting adequate gaps in the mainline traffic.

A wide variety of low-cost safety enhancements have been implemented at the intersection to improve safety, such as LED-enhanced stop signs, pavement markings and other advance warnings. However, even with these improvements, right-angle crashes at the intersection remain a distinctive crash trend and safety concern.
