Public Transit Comprehensive Review Program

The Comprehensive Review Program is designed as one element of a multifaceted approach to assisting our public transit agencies with their evaluation of management practices and to ensure compliance with federal and state laws, rules, requirements, and regulations.  The review focuses on thirteen major areas; including program and financial management, award management and reporting, transit asset management, use, and maintenance, procurement, transit operations, Disadvantaged Business Enterprise (DBE), Title VI, Americans with Disabilities Act (ADA), Equal Employment Opportunity (EEO), and Charter and School Bus.

MnDOT Office of Transit and Active Transportation has contracted with RLS and Associates, to work with the Office in planning, conducting and reporting activities for the Comprehensive Review, over a period of 4 years.   The full Review Program is conducted in three phases, with the first phase the gathering of documents for a desk review.  The second phase is an on-site visit to the main location of a public transit system.  This phase typically will be over a two-day period.  The final, or third phase, will produce a Report that will identify findings, advisory recommendations, and best practices.

Procurement

Real Property Disposition Guideline

At disposition, MnDOT is entitled to reimbursement by the grantee for real property funded by state or federal capital assistance. Reimbursement is based on vested value as established in MnDOT’s grant contract with grantee. When the real property is no longer needed for the originally authorized purpose, the grantee will follow the MnDOT disposition guideline (Word).
