Hwy 11 Corridor Assessment

Greenbush to Roosevelt, Roseau County

study area map

About

The study

The corridor study area covers the approximately 60 miles of Highway 11 between Greenbush and Roosevelt, which serves as an important connection between the population centers and the major employers of Roseau County; including Polaris, Marvin Windows & Doors, and the Seven Clans Casino. Additionally, it is an important connection to international border crossings with Canada, including the 24-hour a day year round crossing north of Warroad. Much of the area between the communities along the corridor is largely undeveloped, with a smattering of manufactured home communities, contractor yards, agricultural uses, isolated businesses, residential development and the Roseau Airport.

As part of the study, existing and future conditions will be evaluated and recommendations for
improvements along the corridor will be identified for implementation over the next 20 years. A number
of items will be studied including systems assets to better understand both short- and long-term needs
of the corridor. Other topics to be studied as part of the study include: congestion, safety, infrastructure
condition, future growth and development, and natural and cultural environmental constraints.
Infrastructure condition is the focus of this memo.

Existing Conditions

Below are links to four memos summarizing the existing conditions of the corridor:

Land Use and Environmental: Summary of land use along Highway 11, demographics, historic and archeological resources, threatened and endangered species, wetlands, and contamination.

Asset Condition: Summary of MnDOT-owned resources in the Highway 11 corridor, including roadway pavement, bridges, sidewalks, culverts, storm sewer, traffic signals, and lighting.

Roadway Characteristics (Part 1 and Part 2):  Summary of roadway functional classification, roadway geometrics, posted speeds, passing zones, and access.

Summary of Traffic Characteristics: Summary of traffic volumes, truck volumes, traffic control, roadway congestion, intersection congestion, travel time runs, and safety.
