Highway
Highway Safety Improvement Program (HSIP)
The purpose of HSIP is to achieve a significant reduction in fatalities and serious injuries on all public roads. The FAST Act continues the requirement that HSIP funds be used for safety projects that are consistent with Minnesota's strategic highway safety plan — which improves a hazardous road area or addresses a highway safety problem.
Congestion Mitigation and Air Quality (CMAQ) Improvement Program
The FAST Act continues the CMAQ program, providing funds for transportation projects to help meet the requirements of the Clean Air Act. Funding is available to reduce congestion and improve air quality.
Surface Transportation Block Grant Program (STBG)
The FAST Act converts the long-standing Surface Transportation Program (STP) into the Surface Transportation Block Grant Program. It continues all prior STP eligibilities, with some additions.
National Highway Performance Program (NHPP)
The FAST Act continues the National Highway Performance Program, which was established under MAP-21. The program provides support for the condition and performance of the National Highway System (NHS) and for the construction of new facilities on the NHS.
Freight
National Highway Freight Program
The National Highway Freight Program is a new five-year, formula-based fund for projects that contribute to the efficient movement of freight on the newly established National Highway Freight Network.
FASTLANE Grants
The Nationally Significant Freight and Highway Projects (NSFHP) program is a new competitive grant program that provides dedicated funding in the form of FASTLANE Grants (Fostering Advancement in Shipping and Transportation for the Long-Term Achievement of National Efficiencies) to nationally and regionally significant freight and highway projects.
Rail
The FAST Act is the first federal surface transportation act to include intercity passenger rail provisions.
